This quote is from Max Picard's fascinating book, The World of Silence (Eighth Day Press, 2002; Harvill Press, 1948), 15. The book is out of print and picking up a copy is pretty expensive: I don't have one yet but appreciated reading the copy in the University of Leeds library! Picard was a Swiss theologian and philosopher of religion who was deeply influenced by Plato. Born in 1888 to a Jewish family, Picard converted to Roman Catholicism in 1939. Picard was particularly interested in the polarities of silence and language. For a helpful review of the book from which this week's quote is taken, see Dennis Lewis' web page, here.
